Hard Cap Violation Warning

The commissioners have been trying to think of a way to penalize Hard Cap violations consistently without as much immediate harshness as had been passed down in prior years. #BenevolentOverlords

From now on, there will be a "warning" penalty, prior to the waiving of your highest scoring player(s).

If you are found to be in violation of the hard cap and have done nothing to reach out to the commissioners to remedy the situation before the sim runs, this is the warning penalty:

Your top scoring player will be Deactivated for the sim, and your GP/DC will be changed to "Recommended".

Should you have a second offense during the same season, your top scorer will be waived, as is tradition.
